Three organisational models for web operations, scaled by business size: Large Web Operation, Medium-size Web Operation, and Webmaster Web Operation. The large model is built on a departmental structure representing six functions of a web operation. Published as a resource for corporations.

Web professional salary survey with ZD Net Verified

IWA and ZD Net co-sponsored an online survey of web professionals’ salaries in June 1997.

Why it matters: A salary survey is the other half of defining a profession. The staffing models said what the roles were; this asked what they were worth. Both in the same year, with a major technology publisher as partner.

Why it matters: This is the clearest statement that programme development was collective. It bears directly on attribution: originating a model and developing a programme are different acts, and this source documents the second as committee work.

Positioning

Positioning: from Webmasters to Web Professionals Verified

First evidenced: 1997

The association described itself in 1997 as "The World's Professional Organization for Webmasters", and later as "Global Leader for the Advancement of Web Professionals". A change of name to International Web Association was formally proposed in October 1997 and voted down a week later; the name did change eventually, but not then.

Why it matters: The 1997 proposal and its rejection are the clearest evidence that the shift from "Webmasters" to "Web Professionals" was a contested question inside the association, not a later rebrand. The argument the staffing models make — that "webmaster" had stopped being one job — was being had about the association's own name in 1997.

Why it matters: This is the only document in the recovered corpus where Brinegar is the AUTHOR rather than the subject or a quoted source — and it establishes that the association used personal copyright notices when an individual wrote something.

A three-tier sponsorship programme — Premier Corporate Sponsors and Partners, Industry Supporters, and Benefits Program Partners — each with its own directory. Sponsorship supported the association from its first year: the 1996 news records the earliest examples by name. By August 2000 the three tiers listed 35 companies between them.

Why it matters: The tier structure is a tenfold spread — $25,000 against $2,500 — which is what let the association carry both a handful of major infrastructure sponsors and a long tail of smaller supporters at the same time. 18 Industry Supporters against 13 Premier sponsors in August 2000 shows that shape working.

WebProfession — the ezine

IWA’s official monthly ezine, produced by member volunteers. 13 issues recovered between December 1997 and July 1999, carrying 49 feature articles.

Volume 1 Issue 1 is the December 1997 “Grand Opening Issue”. 7 months in that span were never captured by the Internet Archive and are simply missing: 1998-06, 1998-08, 1998-12, 1999-01, 1999-03, 1999-04, 1999-05. Open questions
  • Personal authorship of the staffing models and job descriptions is still not established by any recovered document, after an exhaustive search of the 1996–2001 news archive, the professional development pages, and all 48 recoverable WebProfession feature articles.
  • The strongest relevant finding is negative and worth stating carefully. The association DID name individuals and assert personal copyright when one of them wrote something: Brinegar’s own July 1998 ezine article carries "Article Copyright © Richard Brinegar 1998" alongside the publication’s notice. The staffing models and specialists pages carry only "Copyright © All International Webmasters Association Rights Reserved", with no by-line in any capture.
  • That does not disprove personal origination — an executive director’s own work published as association output is entirely ordinary, and the WSJ named him as the association’s spokesman for it. But the documents themselves are attributed to the organisation, in a house style that demonstrably could and did name individuals when it chose to.
  • Remaining places to look: the 181 individual news pages from 2002–2008, IPDC committee records, and any IWA material held offline.

  • Five chairs are named in the recovered news. Whether there were more committees is not established.

A note on the sources

The association’s website was irwa.org in its earliest years; the email domain was already iwanet.org. A search of iwanet.org alone misses 1996–1998 entirely, which is why parts of this record were slow to surface.

Nearly everything here was recovered from the Internet Archive. Where a capture is cited, the timestamp is part of the citation: pages changed, and the date of the reading matters as much as the reading.
